What builders should take away

  1. Separate recipient country coverage from the location where your business is eligible to onboard.
  2. Compare fiat and stablecoin payout rails on recipient experience, fees, timing and regulatory requirements.
  3. If building a marketplace or fintech, evaluate whether one Stripe integration can replace multiple disbursement and issuing vendors.
  4. Confirm card issuing eligibility, supported wallet/custody models and KYC/KYB responsibilities before committing.
  5. Do not confuse the 100-country year-end target with currently supported markets.

What changed

On October 16, 2026, Stripe announced an expansion of Global Payouts, stablecoin-backed Issuing and its combined financial-infrastructure APIs. Businesses can send instant stablecoin payouts to recipients in 160 markets and traditional-currency payouts in more than 100 markets, with dashboard or API/hosted-form integration. Stablecoin-backed card issuing is launching in 27 EU countries, taking Stripe's stated availability above 65 countries. Stripe also describes Treasury, Global Payouts and Issuing as interoperable components with shared customer-verification information.

Why it matters

A fintech, marketplace or platform that pays recipients across borders can potentially avoid stitching together as many separate banking, payout, card-issuing and identity providers. Stablecoin balances can fund ordinary card purchases after automatic conversion to local currency. This is a material infrastructure option for eligible product builders, but it does not mean every Stripe merchant can issue cards or send payouts everywhere: business location, program approval, compliance and product pricing remain important constraints.

Global Payouts widens its reach

Stripe says its Global Payouts product now supports instant stablecoin payouts to recipients in 160 markets and conventional-currency payouts in more than 100. Businesses can operate from the dashboard or embed recipient onboarding and payout APIs. Stripe cites Turo's reported $160 million in claims payments and 99.5% success rate as a customer example, not an independent platform-wide performance benchmark.

Stablecoin-funded cards expand to the European Union

Stripe says its stablecoin-backed Issuing programme is launching in 27 EU countries, bringing its overall reach to more than 65 countries. Cards can draw from balances in custodial wallets, noncustodial wallets or eligible Stripe financial accounts; Stripe converts the stablecoin into local currency at purchase. This is distinct from simply accepting stablecoins at an online checkout.

One integration does not eliminate compliance

Stripe positions Treasury, Global Payouts and Issuing as an integrated financial stack, including reuse of some KYC information. Developers still need to verify country availability, business eligibility, wallet custody, recipient verification, sanctions and fraud requirements, payout timing and actual fees for their programme. Stripe's October 16 announcement does not publish one universal price for all combinations.

What remains planned

Stripe targets stablecoin card-issuing availability in 100 countries by the end of 2026. That target is not current availability. The announcement also mentions compatibility with OUSD and Tempo infrastructure; builders should check actual product documentation and launch status rather than treating every announced integration as generally accessible.

What to watch next

  • Actual country-by-country rollout of EU stablecoin Issuing.
  • Stripe's progress toward the 100-country target.
  • Pricing, availability and compliance documentation for integrated Treasury and payouts.
  • Independent operating data on payout reliability and end-user costs.

Still unclear

  • Product eligibility and local restrictions are not fully enumerated in the announcement.
  • Stripe does not publish one universal price or fee structure for all supported payout routes.
  • Customer success statistics are vendor-reported.
  • The planned 100-country issuing target may change.
