A previously preparatory compliance field is now an operative delivery gate. Builders automating Toll-Free onboarding need to collect, validate and submit policy URLs as part of registration rather than treating them as optional metadata.

The change is not about where database rows live; Cloud SQL already has regional instance placement. It changes where API control traffic is processed, reducing dependence on global frontend infrastructure and making data-in-transit boundaries easier to align with sovereignty requirements.
OpenAI’s August 21 control moves processing-region choice into request routing: a single Global project can send eligible calls to regional base URLs. Self-Hosted Machines changes the architecture of Cursor’s Cloud Agents more than another model option would. Teams can keep code, build outputs, secrets and terminal/browser actions on infrastructure they control, but the planning/inference loop remains a Cursor service and enterprise teams become responsible for worker images, scaling, secrets and production validation.
Approved apps can move from the standard 20%/25% non-recurring service-fee rates to 15%/20% for new/existing installs from September 30, before any applicable billing fee. Current enrollment is limited to developer account groups with at least $1 million in earnings over the previous 12 months.
The Assistants API shutdown date has passed. OpenAI’s deprecation documentation lists August 26, 2026 as the removal date and directs developers to Responses and Conversations for replacement workloads.
Private Safety Processing is OpenAI’s attempt to reconcile stronger multi-turn safety monitoring with Zero Data Retention. Early customers are testing it now, with rollout and a technical white paper planned for September; important implementation details remain unpublished.
